A difficult news environment needs a visible source hierarchy. Outside Brief names the type of source and keeps attribution close to the claim.

Reliable public outlets

Used as the first source floor, especially where multiple outlets match on the same core fact.

Official statements

Useful, but not automatically neutral. Official wording is attributed as official wording.

Specialist and exile media

Can be valuable, especially for gaps in state-controlled environments, but claims stay attributed.

Human-rights groups

Handled by naming the organisation, report, date and limits of what has been established.

Social video

Held back until time, place, source chain and safety issues are clearer.
